The idiot voters down their get off on being told what to do by their protective overlords. This is the same body of people who voted down a ballot question to allow supermarkets to sell beer. They were told by the powers that be that they couldn't handle that level of responsibility. And, that if this bill passes, everyone would be getting drunk in supermarket parking lots and running over children on the way home. "I don't want to kill children. I'm voting no!"
